Tertiary Treatment Plant (Waste-water Reuse).

Brief Description

In order to reduce diversion of drinking water for industrial purposes, to contribute towards reducing the dependency on conventional resources of water, to conserve valuable ground water resources for future generation and to facilitate reuse & recycling of wastewater with Guaranteed revenue generation for Surat Municipal Corporation, a new 40 MLD TTP was established to generate & supply Industrial Grade Water for Pandesara Industrial Estate under SMART CITY MISSION.

Pandesara GIDC is a Pandesara notified industrial estate which was established by GIDC and falls within SMC limits. It is spreaded over an area of about 2 sq.km. There are about 400 industrial units operating in Pandesara estate, of which 119 units are water based industries comprising largely textile processing units and chemical industries. Current water demand at Pandesara is estimated at approximately 100 MLD, comprising about 80-85 MLD of process water requirement and 15-20 MLD of potable quality water demand. Of the total demand, nearly 40 MLD is met through SMC’s existing TSTP at Bamroli.

So to fulfill the Current Non potable water demand of Pandesara Industrial area i.e. @ 80 - 85 MLD through Tertiary Treatment Plant, Surat Municipal Corporation has started to establish another 40 MLD capacity Tertiary Treatment Plant at Dindoli under SMART CITY MISSION.

The potable water supply network of 15 MLD to provide potable water in the area was already executed separately by SMC.

Innovative characteristics of the project

Surat Municipal Corporation has taken an initiative in association with user industries & State Government to generate the alternate resource of water through recycles of treated sewage through tertiary level treatment.

The following types of advanced tertiary treatments facilities are being installed at Dindoli tertiary treatment plant to achieve the desired tertiary treated industrial grade water parameters.

  • Disc Filtration System
  • Ultra-filtration (UF)
  • Reverse Osmosis (RO)
  • Activated Carbon Filtration (ACF)

The initiative of reuse of Treated Waste Water contributes towards reducing the dependency on conventional resources of water, reduce diversion of drinking water for non-potable purposes & Guaranteed revenue generation for Surat Municipal Corporation.

Creation of alternative resource, which in-turn creating assured quality- quantity of water resources, which is basic need of industries to sustain & operate industries in competitive market. Initiative has given confidence to user-industries to operate their industries at desired output. Therefore, initiative giving better livelihood to people associated with these industries & indirectly upgrading the life of their children & dependants.

Project involves Design, Build & Operate (for 10 years) 40 MLD net output capacity Tertiary Treatment Plant to treat secondary treated water from Dindoli Sewage Treatment Plant to generate Industrial Grade Water for Pandesara Industrial Estate, Surat at Capital Project cost of Rs. 125.00 crores.

Outcomes/Impact of the project

This initiative has assured the potable water to the citizen of city by saving it through supplying tertiary treated waste water to the industries. The quantity, thus saved is made available to citizen. The following are major benefits of the project.

  • It reduces diversion of drinking water for non-potable purposes in the long term.
  • It reduces dependence of Pandesara Industrial Units on bore-wells and private tanker operators.
  • It facilitates recycling of wastewater, an environmentally sound and progressive practice.
  • It protects the current revenues of SMC from sale of water for industrial purpose in the short term.
  • It assures more stability in level of water supply to industrial units by providing supplementary source of water in addition to drinking water.

Replicability / Scalability of the project

Considering the amount of sewage that is being currently treated and based on the recent Policy of Government of Gujarat on 'Reuse of Waste water', The Surat Municipal Corporation has proposed to replicate the project to supply industrial grade water to industries located nearby Surat City.

The plan is to reuse the treated wastewater for the industrial use for non-potable water. Based on the location of industries in and around Surat City and location of various sewage treatment plants in the city, the complete area has been zoned into mainly three clusters viz. Bhesan Cluster, Dindoli Cluster and Karanj Cluster.

Details regarding the demand of various industries have been collected from the industries and accordingly, Detailed Project Report & Proposal has been submitted to Government of Gujarat for approval.

Further, Industrial setup adjacent to the city has also come forward to get 35 MLD Treated wastewater from SMC by inspiring from successful implementation of Tertiary Treatment Plant for Pandesara-Industries.
