Urban Outcomes Framework 2022
Urban Outcomes Framework 2022 is an initiative to develop a transparent and comprehensive database based on cross-city outcomes across sectors such as Demography, Economy, Education, Energy, Finance, Environment, Governance & ICT, Health, Housing, Mobility, Planning, Safety and Security, Solid Waste Management, Water and Sanitation.
The central objective of this recurring exercise is to generate a robust database so that time series analysis and progress tracking can be conducted in order to achieve aspired social and economic progress through generating data that will drive evidence-based policymaking. Most importantly, the Urban Outcomes Framework 2022 aims to democratise data by making it accessible to all urban stakeholders in the Government, academic institutions, citizenry and industry- the 'quadruple helix'.
By providing access to information on the variables affecting day to day life such as ecology, health, water and sanitation, the exercise focuses on providing information to the last mile, that will further democratise the cities and strengthen transparency and citizen-centric governance.
AMPLIFI-MoHUA's integrated Data Portal
Smart Cities Mission launched the AMPLIFI - Assessment and Monitoring Platform for Liveable, Inclusive and Future-ready urban India which is MoHUA’s integrated data portal.
It currently integrates data from 5 initiatives and frameworks across the ministry, namely:
- Ease of Living Index
- Municipal Performance Index
- Data Maturity Assessment Framework
- Climate-Smart Cities Assessment Framework
- Performance Assessment System
These frameworks encompass a total of 350+ indicators across 13 sectors like demographics, housing, economy, mobility, environment, health, and waste management. 100+ cities submit 700+ data points for these indicators every year through AMPLIFI platform, making it the one-stop unified gateway for authentic data across the country.
The platform also provides capabilities like open search, cross-sectorial analysis, user-customized reports as well as standardized and granular data for city administrators to benchmark their city’s progress, leading to better governance.
AMPLIFI also extends its benefits to other key stakeholders across the quadruple-helix namely, industry, academia, and society, by providing accurate information on city performance and its governance.
It enables efficient monitoring, proactive action, detailed research, and innovative solutions throughout the ecosystem of urban governance.
Built in a modular fashion, the platform allows the modification and addition of new indicators, therefore saving the potential cost of developing new platforms in the future.
AMPLIFI has ushered a new form of data-driven governance by streamlining the efforts of data collection, evaluation, and sharing at the national and city levels and empowering the decision makers to undertake 360-degree assessment of their strengths, weaknesses, opportunities, and threats.

Output Outcome Dashboard on GMIS
Outcome Output Management Framework (OOMF dashboard in GMIS) with more than 7,800 projects being measured for their contributions to urban life and Sustainable Development Goals, was released during the event.
India Smart Cities Awards Contest (ISAC) 2022
The India Smart Cities Awards Contest (ISAC) recognizes the exemplary work championed by cities, projects, innovations, and partners in promoting 'smart’ development in cities. All 100 smart cities have participated in the ISAC. There have been three editions of the ISAC, viz., ISAC 2018, ISAC 2019 and ISAC 2020. The ISAC 2020 results were announced in June 2021.
The fourth edition of the awards, i.e., ISAC 2022 was announced on 1st February 2022, through a video conference. The award has a two-stage submission process: first stage or 'Qualifying Stage' involves overall assessment of the city's performance and second stage or 'Proposal Stage' requires smart cities to submit their nominations for six award categories viz. Project Award, Innovation Award, City Award, State/UT award, Leadership Award and Partners Award. The Partners Award is a new addition to the Award categories to honour the various collaborators of the smart city ecosystem, e.g., industry partners, knowledge partners and community-based organizations for their contribution in championing the cause of the Smart Cities Mission. The results of the ISAC 2022 will be announced on 15th August 2022.
IUDX Use Case Compendium
India Urban Data Exchange (IUDX), initiated and funded by the Ministry of Housing and Urban Affairs (MoHUA) and supported by Ministry of Electronics and Information Technology (MeitY) and NITI Aayog is developed and deployed as a fully open-source cloud-based platform to enable easy and secure sharing of all types of data. IUDX provides a way for accessing data in a unified, common format and enables data sharing and monetization between different entities, opening it up for the internal departments as well as external agencies to create innovative applications with new business/revenue models aka data marketplace. The objective of this document is to share a compendium of use cases, which acts as a repository of valuable information related to the conception, implementation and technical overview for driving creation of citizen centric DataSmart solutions in the urban governance domain.
AI Playbook for Cities
The AI Playbook is a guidebook for implementation of Artificial Intelligence solutions that cities can deploy to solve complex urban issues. Further, a compendium of AI use cases that have successfully been implemented in urban domain was also released at the event. These resources shall be extremely useful, not only to the 100 Smart Cities, but can also be adopted by other cities across the country, making the Smart Cities Mission to Movement.
Virtual Hub for Collaborations on Urban Transformations
Launch of a 'Virtual Hub for Collaborations on Urban Transformations' in partnership between the Smart Cities Mission and the World Economic Forum.
To solve complex urban challenges, cities require collaborative action across governments, industry, academia and civil society – both national and international. The Smart Cities Mission and World Economic Forum have joined hands to setup a 'Virtual Hub for Collaborations on Uurban Transformations'. The hub will leverage emerging technologies and innovations to transform Indian cities into centres of sustainable, inclusive and resilient growth.
